This article brings up only some basic issues, such as: the law-making independence of a self-government and the constitutional law of legalism, the rules of law-making in the judicature of the Constitutional Tribunal, the content and form of the resolutions adopted by the decision making bodies of the territorial government units, the substantial premises for the conformity of a resolution adopted by a decision making body of a territorial government unit to the law, the results of the inconformity of the resolutions to the law.
