A majority of people expected a support from the state, not being able to reconcile themselves with the fact of the state’s withdrawal from a full responsibility for its citizens and each family. Simultaneously, in spite of struggling with various problems, a family constitutes the most important and the most efficient source of mutual support. This does not mean that the support in such extent is sufficient. Families with a handicapped person are in a particularly difficult situation.
