There is a tension between the demands of duties of the states like protection of integrity, safety and peace (both internal and international), which require a lot of effectiveness, and demands of human dignity, justice and protection of human rights. In fact, this is a kind of conflict between pragmatism and ethics. Although there is no easy answer to that, one has to remember, that even when the war is inevitable, it becomes a setback.
