The resolutions of the conventions did not have the character of particular law, only bishops could implement them in their dioceses. The conferences were headed by primates of Poland or the bishops with the hierarchically highest ranks. The meetings in Gniezno in 1919 and 1928 were the landmarks in the organisation of conventions. The executive body of Bishops’ Conferences was the Committee of Bishops and, since 1928, the Commission of Law. In order to improve collective work, special episcopal commissions were constituted. Initially, their aim was to deal with a given issue, yet after 1928 they were established as permanent bodies. 38 Polish Episcopal Conferences, including 16 extraordinary ones, took place in the interwar period.
