Usługi opiekuńcze na rzecz osób niesamodzielnych we Francji, wnioski dla Polski

Abstract

Celem artykułu jest przedstawienie rozwiązań wspierających opiekunów osób z niepełnosprawnością we Francji, jak również zasiłków finansujących koszty opieki nad osobami starszymi, które pozwalają im na samodzielne funkcjonowanie w ich domu rodzinnym lub w domach opieki. Omówione zostały także bony − pozwalające na finansowanie usług osobistych, nie tylko tych związanych z opieką oraz reformy skutkujące dalszą decentralizacją usług opiekuńczych we Francji. Ponadto autor przedstawił projekt ustawy na rzecz osób niesamodzielnych, jak również rekomendacje dotyczące rozwoju sektora usług opiekuńczych w Polsce.The aim of this article is to present the solutions to support of the family caretakers and professional assistants of people with disabilities in France as well as the benefits to finance the costs of caring for the elderly, supporting independent functioning of these people in their homes. Discussed were also vouchers − allowing a financing of personal services, not just those related to care. In the following part a changes resulting in the further decentralization of care in France were discussed. In reflections the author also presented a draft law to the dependent people, and made a recommendations for the development of the care services in Poland.
